If you are getting this probem (and also DDLook and DDChange are crashing whether or not the dongle is attached) then it could be caused by Symantec Protection Agent, specifically the OSP (Operating System Protection) functionality. If you are using this program, Symantec suggest the following workaround:
1) Rename the files sysplant.sys and sysguard.sys in the C:\windows\system32\drivers folder
2) Reboot
